New Idea for Dishonereble System
So I got this idea yesterday to make the /report function a bit better.
You will only be able to /report someone when he hasnt moved, hasnt done any action in a time frame.
Because RA matches are useally shorter then JQ/FA I thought a time frame of 30sec-1 min would do. After that time you can be reported. For JQ/FA the time frame would be a bit longer, like 1 min - 2 min.
It might be an idea that if you havent moved you received a negative vote and it would only need half the party to /report instead of the majority. I dont know if it would be abused like the current system, but who knows.
So let me know what you think and bring up some more idea's

Your idea may well be an improvement it would have to be tried out to see for sure.
If players are unhappy then changes should be considered with the aim of improving the game.
Personally I don't worry about the reporting end people will continually report for good and bad reasons and no system will prevent that.
I would like changes made at the other end of the report chain.
Any action taken by anet over that report should firstly take into account if this is frequent behaviour or not, is this a common pattern.
Also any action taken should only happen after the player has been notified or warned first.
Consider this
Real life intrudes
You playing the game and the phone or doorbell goes Dog bites the kids or vice versa, when I was fifteen I could ignore both or yell out in a minute Mom but not now.
So I didn't move for five minutes or logged, off deal with it its a game and if that does happen and suddenly your marked with a dishonorable or maybe a ban is that fair or reasonable.
It may go away or be removed on appeal later but you will still feel the slur.

I would have agreed in the past but recently i found a flaw.
Now i helped a new guildie ( and gw player ) with a few quests and i noticed his loading time for maps was seriously slow - like over 1 min to load a map on istan.
I thought " yea first time on map it would load slow " but when we re-entered he still loaded slow.The guildie also has factions and went into ab - omg almost 1/2 the match went before he loaded - and we thought he had lost connection totally.
Sadly if we use the above idea anyone slow loading would be reported and most of the reports would be innocent bystanders tryin to play and the leechers would be lol.

They shouldn't be entering if they take half the match to load in. I am sorry but it's only fair, at the very least you should be reported for that as it is no better than a leech.

As far as OP's idea goes... /notsigned at all. You're just assisting the leeches by allowing them not to be reported if they come back every couple of minutes and hit a key.

For a start you aren't going to get a ban for going afk in RA, and as far as dishonor goes, yes - that sure as hell is reasonable. Ditching your teammates and leaving them at ~75% is frustrating as hell for them and will usually result in a loss. Since GW can't determine intent then you should get downtime for putting your team at a major penalty.

There are other reasons other than leeching to report.
BUT, if instead not being able to report them until that, the system prompted the other players to report if it detects possible reportable behaviors, it would be a different thing:
A mesage popups:
- <character name> seems to be <reportable behavior> do you want to report it?
Yes, No
If you click yes, a report is automatically sent without you doing anything else.
Now THAT would be useful.

Actually was his first time in ab and probably his last by his choice - but by what you say then every new player shudnt enter ab at all - damn ab will be boring

you can report someone still if they do move, they might be botting, to avaiod feature such as that.
i'm fair i let someone stand there for a minute in j/q when first starting.
In ra matches i don't have much a problem with leechers, leech u lose normally. But you get those botters. Like an escape ranger that spamed spirits and protective was koali last double glad weekend.

Some leechers just moves at the beginning of the match near the base defenders, and they stay all the time there.
No one notices them at respawn, and they hardly get reported.
OP's suggestion would help a lot people like them to avoid reports.
It is already hard to get half of your team to report leechers...

My suggestion wasnt made for getting too the bots, I know they are a problem by my Idea was mainly focussed on wrong placed reports. I know tons of people who get falsly reported and so I came wiht this idea.
Bots are another problem and if I am right lots of suggestions were made about those so..

You can't report someone who hasn't loaded yet. Honestly I don't know why someone with dialup would want to even try AB. The graphical activity is way too much for dialup. I say this from past experience.
